State laws can regulate Pharmacy drugs like Marijuana...  to ban them or 
allow them despite the Federal laws.

The States may allow marijuana as non lethal to human life but regulate 
the abortion pills as  "STATE EPA" regulated lethal poisons and possible 
ENVIRONMENTAL HAZARDS that can pollute the aquifer or other natural 
environments.

You don't want to cause unwanted deaths of human lives or even the 
animals in the natural environment. The multiple studies needed could 
take 10 years or more to complete.
