That violates the U.S. Constitution's system of separation between the 
REGULATING/LAW MAKING entity, and LAW ENFORCEMENT which is also 
enforcing their own LEGISLATION.

Enforcement and and law making are as a U.S. Constitutional standard NOT 
done by the same entity, the Executive entity enforces what the 
Legislative Entity creates. And the judiciary is the mediator that 
limits those other two... to balance the system.

And there is no delegated power to create a body that is both 
LEGISLATIVE/Regulatory and Executive/Enforcement.

Article I
Section 1. All legislative Powers herein granted shall be vested in a 
Congress of the United States, which shall consist of a Senate and House 
of Representatives.

And they (the Legislature) have no delegated power to re-delegate their 
power to legislate or delegate. Which means the IRS can't write 
regulation or enforce laws, it's the power of the Executive that allows 
the laws to be enforced which means the IRS and the Executive can't 
REGULATE taxes all they can do is enforce the laws that Congress can get 
Constitutionally passed into law.  And the Legislature is limited to 
making "bills" to pass and turn into laws and can't make Amendments to 
the Constitution which requires 3/4 of the States to ratify into being 
part of the U.S. Constitution.

It means the Legislature doesn't have the power to enforce laws, and no 
power to delegate their own power, to others to make laws or regulate....

So the IRS as it exists, is Unconstitutional.

And there is the issue... enforcement is NOT the responsibility or 
delegated power of the Regulator/Legislator.

If they make the rules they don't/can't enforce their own rules because 
it leads to Dictatorship and corruption. Remember that the U.S. 
Constitution is based on a well known and well explored system called 
CHECKS AND BALANCES where the government is split into separate Branches 
and entities and Jurisdictions so that power is checked and balanced to 
prevent any one entity from becoming the single all powerful OVERLORD.

When or if the Democrats or Legislature ignore that system of CHECKS AND 
BALANCES, they are undermining the system that the Constitution has 
created... and by undermining that concept they undermine the entire 
document as a whole.

If the IRS is a regulating arm of the LEGISLATURE whereby the 
Legislature passes the IRS code into law, then the IRS can't also 
contain an enforcement entity.  The same for the EPA and other 
"regulatory" agencies.  They may according to the Constitution work for 
the Legislature *or* for the Executive enforcement Branch but one agency 
can't do both.  It's the way the Constitution works.
