It's also in "the separation of church and state" clause as the Democrats identify it. It's really just the 1st Amendment "Congress shall make no law" clause that prevents Congress from passing any *appropriations* bill to fund any speech that isn't based in fact and evidence. Because Congress funding any "belief" would be equal to funding a RELIGION. Things you believe are NOT real, things you have facts and evidence to prove are real. Congress can't fund that which they can't prove. Because if it can't be proven as real it requires faith and belief... and that is the Democrats own definition of religion. Which is why Gay and Transgender is NOT something that Congress can make laws on or even fund with appropriations laws. There is no proof that gays and trans are real, the people who say it's real are doing so without facts and evidence and are using faith and belief to come to the conclusion that gay and Transgender is real.
