https://www.zerohedge.com/personal-finance/european-shadow-unemployment-real-dilemma -------------------------------------------- When the unemployment rate improves but the worker participation rate worsens you have a divergence that suggests the economy is shrinking which means that you are getting mixed signals and the Worker Participation rate is the real measure of the over all economic situation while the unemployment number is signalling that labor market and investments have diverged and the types of jobs available aren't moving in the same direction as the population is moving. The mismatch of people to jobs comes from Government interference and regulations and subsidized life styles. The idea of "retraining" presumes that the government regulations pertaining to the wants and needs of workers are somehow superior to the workers wants and needs as they see them. An example would be shutting down the Coal Mines and telling the Miners that they will need to be retrained to sell hamburgers and drive a taxi for people with real jobs and/or get government disability payments... the economy is shrinking as there are fewer jobs that actually support jobs and produce anything of value but they still count as jobs so it looks good on paper if you cherry pick what numbers you use.
