Romans 1 shows the justice of God in the condemnation of pagans who have 
never heard about Jesus, because they reject and suppress the knowledge 
of God that's evident to them in creation.

They suppress that knowledge with deeds of unrighteousness, by 
worshiping creation instead of God, etc. Since they did not wish to 
retain the knowledge of God, He handed them over to their own corruption.

Thus it is just for God to condemn pagans, even though they did not hear 
about Christ. The implication seems to be that if they had not rejected 
the knowledge of God in creation, He would have sent them the gospel.
