Other countries may have different laws.

In particular, 'good faith' buyers will be protected.
Someone who buys a painting at a reputable auction house
will be assumed to be in good faith.
The previous owners may have a claim on the auction house,
(which didn't do its homework properly)
but not on the buyer, once it has been sold.
There may be exceptions for Nazi thefts though,
