To bad the meaning has been perverted in the modern era... which is probably 
what Baxter is talking about. You know when it was perverted to mean 
overwhelming government control with little or no concern for the rights, if 
any, of the individual.

After all, when do see liberals seeking to expand the rights of people, to 
give them control and allow them to make free choices?

Instead, they seem to feel that rights is a limited sum game and for one 
person to have more rights, means another there for has less, and the 
government needs the most rights of all in order to safe guard what few 
remaining rights people have until the government can assume those rights as 
well.
