Lower ONLY BECAUSE THEY REFUSE TO PROSECUTE CRIMES, hence there is no 
statistical accumulation.  Unprosecuted crimes don't show up in 
statistics, just like the unemployed over 90 days don't show up in Biden's 
jobs reports.  If they did, Joe would be getting a lot more criticism 
because of his lousy performance.

This is why businesses are leaving blue cities daily.  San Francisco is a 
rotting liberal cancer sore like Detroit.
