I recall reading about a Presidential visit by the head of
Sri Lanka, many years ago.  Pomp and Circumstance, all the
trimmings, and POTUS said "If there is anything the US can do
for our friends, just ask..."

The response was:
		We want an Intenet connection.

And at that time, no pol had ANY idea what that was....and there was LOTS of scrambling.

In my heart, I know it was Sir Arthur who suggested that....
