The name Foggy Bottom comes from the time George Washington had its first University in the area now surrounded by the State Department complex of buildings. There is also a metro station called Foggy Bottom in Washington, DC. Many thriller novels writers such as Tom Clancy mention "foggy bottom" without explaining it because I guess most Americans acquainted with the intelligence lingo easily picks that one up.
