And therefore, regardless of the system or the philosophy behind it,
governments cannot survive long term without ethical people.

The idea behind the us govt, is that if you split government among
enough people, there will be sufficient ethical people to keep the
crooks under control.  It is not clear at this point that we have
enough ethical people to keep the crooks under control any more.

The one thing we do know is that without that splitting, the crooks
sooner or later will be in control, and getting rid of them is so very
ugly.
