It must be voluntary of course, as everything else is, because
decisions are made by consensus.  And if people don't agree, no
redistribution.

Not that I think it is practical to expect them to be competent to
decide or be willing to spend the time necessary to be informed about
hundreds of issues constantly before them even if collecting votes by
internet would be easy.
