Whatever name you use, the permanent administrative apparatus have long been criticized both here and in other countries. In the US they are part of the executive branch. The check and balance for the executive in the US are the other branches, congress and judiciary. Whether the president should have more direct control of the administrative people in his branch is the question at hand.
