The areas where it would be most needed can't afford it from the tax revenue available. The best option would be to create jobs. If Elon Musk could build a 10,000,000 square foot auto factory and have it running in less than a year - he did, the same red tape cutting could be applied to other industries to create jobs. Green energy and climate crap need not apply. Machinists, cad / cam and robotic techs preferred. If Japan can use remote workers controlling robots to restock 7-11 orders, why can't the US follow suit?
