A 23-year-old Los Angeles man was arrested after allegedly using his cellphone to secretly photograph female shoppers beneath their clothing at a business in Burbanks Empire Center, police announced Tuesday. The incident occurred around 6:30 p.m. July 26 in the 1600 block of North Victory Place, according to the Burbank Police Department, which said officers received a report of a suspicious man taking photographs of female patrons. According to police, a store employee told investigators that the man, identified as Emmanuel McCarthy, had been following female shoppers through the store and using his cellphone to secretly take photographs beneath their clothing without their knowledge or consent. Investigators also identified two alleged victims, women ages 25 and 26. The illicit activity is sometimes referred to as upskirting. Police located McCarthy and took him into custody. Baldy Road crash The case was submitted to the Burbank City Attorneys Office, which filed two misdemeanor counts of invasion of privacy against McCarthy, police said. The investigation remains ongoing, and detectives believe there may be additional victims who have not yet been identified.
