Neither of FEMAs two programs for migrants uses money from the agencys Disaster Relief Fund, which is primarily used after natural disasters. Congress funds the migrant and disaster relief programs separately. And Trumps administration, not Bidens, shifted FEMA funding including money from the Disaster Relief Fund to address immigration. https://www.statesman.com/story/news/politics/politifact/2024/10/09/trump s-claim-that-biden-wiped-out-fema-aid-for-immigration-is- absurd/75470700007/ ============ The FEMA Emergency Food and Shelter Program (ESFP). The FEMA migrant- spending program began as an offshoot of a Reagan-era plan called the Emergency Food and Shelter Program (EFSP). EFSP had the goal of providing aid to homeless Americans, most notably the elderly, handicapped, families with kids, Native Americans, and (especially) veterans. That was essentially where ESFP funding went until a border crisis in the late spring and early summer of 2019. More than 111,000 adult migrants travelling with children in family units (FMUs) and unaccompanied alien children (UACs) crossed the border illegally that May, and President Trump needed additional money to get the kids out of CBP facilities. https://cis.org/Arthur/Making-Sense-FEMAs-MigrantPayment-Schemes
