Perhaps there's a connection to the Hebrew Immigrant Aid Society, which 
Cuban born DHS Secretary Alejandro Mayorkas used to head.

Somebody won the lottery, figuratively speaking, who gets these 
exorbitant paybacks to allow the use of the building to bring in income 
while doing nothing to help the alleged unaccompanied child 
"immigrants". Why is this building not used to help American citizens?
