California sends out mail in ballots to everyone who renews their
drivers license, ID card, car registration, etc. 

Homeless shelters literally get trash cans full of mail in ballots for
people who don't live there, never lived there, probably slept there
long enough to get a new ID and EBT card - then they left.  Who fills
out those ballots and mails them in?  What do they get for it?

Tax $$$$.
