No European mobile carrier charges recipients of calls or texts. So if you are using words such as "I am in Europe" and "where I use a local SIM" in their customary sense you will never be charged for receiving calls or texts originated either from nearby locals numbers or from abroad. Maybe you would disclose exactly what weird and non-standard "local SIM" you acquired.
