Don't know if it is in use in USA. Yes, in the U.S. Wi-Fi calling can be used when signal quality is poor and Wi-Fi calling has largely eliminated the need for microcells, at least in homes. The amplifiers are for a different use case, to get a cellular signal in weak signal areas where there is no access to broadband.
