Looking at the user guide, they do give a noise figure, which is 5dB. That is pretty poor! You can get UHF pre-amplifiers with 0.5dB noise figures. There is no mention of a pairing process, so I assume that it is a simple repeater. They do say that the power will be reduced if the device detects too much signal between inside and outside. Nothing I can see in the FCC Test Report <https://fcc.report/FCC-ID/PWO460061> suggests any bluetooth capability or ability to honour power control signalling.
