How cell phone data and surveillance videos led to arrest in Colin Brown killing

ST. LOUIS — A 26-year-old man was arrested in the shooting death of a 
teenager in St. Louis, according to court documents filed on Friday.

Garrett Jordan was arrested after police traced his phone's location data 
to the scene of the crime, the documents said. Jordan has since been 
charged with first-degree murder.

On Monday afternoon, Jordan made his first court appearance as his family 
and friends packed the courtroom to show their support.

Jordan, who is being held without bond, pleaded not guilty and waived his 
initial bond hearing.

Police are not ruling out the possibility of more charges being issued in 
the future. The investigation is ongoing.

The investigation began on the night of Nov. 23 when 16-year-old Colin 
Brown was struck by stray gunfire riding home from a hockey game on 
northbound Interstate 55 near Loughborough. He died four days later, 
according to police department spokesman Mitch McCoy.

In a statement, Brown's family said they were thankful for the "tireless 
efforts" of authorities working the case.

"While there is still much to do before this case is closed, we are 
confident the effort shown will continue," the statement said. "Hopefully, 
this shows that senseless violence such as this that took Colin from us 
all can not be committed without consequence. Again, thank you to law 
enforcement and the community for coming forward to assist."

A witness told investigators that a dark Audi vehicle was often parked 
outside the residence of another vehicle that was struck by gunfire while 
traveling southbound during the shooting, according to court documents. 
Officers seized surveillance videos during the investigation showing the 
dark Audi following a second unnamed victim's car to the scene of the 
shooting and returning back to the residence after the shooting. Jordan 
lived at the residence.

Investigators obtained a search warrant and traced Jordan's historical 
phone location data, which showed Jordan's movements were consistent with 
the movement of the Audi vehicle during and after the shooting. Jordan 
also allegedly told police that he was the only one to have the phone 
since he was paroled from prison.

Police didn't share what led to the shooting. St. Louis Police Chief 
Robert Tracy said there is only so much information they can share at this 
time. 

"This case is ongoing, we have lot more investigation to do. We have 
enough to charge the individual, but we want to make sure, there's other 
things we have to investigate. So a lot of these details, if we reveal too 
much with some details, when we are speaking to other people, we got to 
make sure they aren’t aware of those intricate details that you’re asking 
about," Chief Tracy said.

Jordan was released from federal prison months before the shooting, the 
documents said. He was previously imprisoned on numerous charges, 
including felon in possession of a firearm, drug charges, and probation 
violations.

According to his previous cases, a spokesperson for the U.S. Attorney's 
Office shared this information:

Dec. 20, 2017, Jordan was indicted on one count of possession with the 
intent to distribute heroin.
July 9, 2018, Jordan pleaded guilty.
Oct. 2018, Jordan was sentenced to time served.
March 2021, Jordan’s supervised release was revoked and he was sentenced 
to 8 months in prison, consecutive to the sentence he received in the 2019 
case.
April 2019, Jordan was charged by complaint with being a felon in 
possession of a firearm and indicted. 
Aug. 2020 Jordan pleaded guilty to one count of being a felon in 
possession of a firearm. He admitted being a passenger in a stolen car 
that was spotted by SLMPD and crashed after the use of spike strips. 
Jordan got out and ran. A bag he had contained a 10mm pistol and a rifle 
magazine containing 19 rounds of 5.56mm ammo.
March 2021, Jordan was sentenced to 48 months in prison, followed by two 
years of supervised release.
April 2024, Jordan’s supervised release was revoked on both the 2017 and 
2019 cases and he was sentenced to 8 months in prison. He was arrested on 
that violation on Feb. 13, 2024.
“The St. Louis Metropolitan Police Department, in collaboration with other 
law enforcement agencies, has been working day and night to ensure there 
is accountability for the death of Colin Brown,” St. Louis Mayor Tishaura 
O. Jones said in an emailed statement. 

“Though we will never have true justice for this senseless violence, our 
community can feel some sense of relief with this arrest and the charges 
that have been filed. I am incredibly grateful for the officers and other 
community partners who have worked so hard on this investigation. Everyone 
who knew and loved Colin continues to be in my prayers.”

Multiple agencies are involved in this case, including the DEA, the FBI, 
and Illinois State Police. 

Director of Illinois State Police Brendan Kelly said, "Colin Brown was the 
son of Lt. Colonel Calvin Brown, retired from ISP, and we’re really here 
because we care about them and we care about that family. This is near and 
dear to our heart, but we also work every day on both sides of the river, 
with those who are involved with law enforcement, trying to protect public 
safety and pursue justice."

Tommy Pisciotta is the attorney representing Jordan in this case. Jordan 
will be back in court on Dec. 23. His preliminary hearing has been 
scheduled for Jan. 10.
