cently said its analysis of thousands of pages of documents bearing Biden=
=E2=80=99s signature found that most were by autopen, including pardons. Co=
nservative media have amplified the claims, which have been picked up by Tr=
ump. He has commented for several days running about Biden=E2=80=99s autope=
n use.

Mike Howell, the project=E2=80=99s executive director, said in an interview
that his team is scrutinizing Biden=E2=80=99s pardons because that power li=

only with the president under the Constitution and can=E2=80=99t be delegat=

to another person or a machine. Howell said some of Biden=E2=80=99s pardon
papers also specify they were signed in Washington on days when he was
