The very same passage says the reason they were to take no money was because "the laborer deserves his food". That means they were to accept the resources they needed to eat and carry on the ministry, from the people they worked among. They just weren't supposed to demand a fee for performing the miracles. -- Good News † Jesus is God: christrose.news/Jesus-God. The true gospel that saves declares that Christ died for our sins and rose from the dead (1 Corinthians 15:1-4; Galatians 1:8-9). If you refuse to believe Jesus is God, you will die in your sins (John 8:24). Because of this sacrifice, God upholds His justice while granting us forgiveness (Romans 3:26) and safety from the wrath to come (1 Thessalonians 1:10).
