I just watched that report.  Biden said the DOT secretary and FAA
don't yet know (as of 2 days ago) what the cause of the problem was.
It was sorted quickly and schedules resumed after just a few hours.

Iow, spending cuts forcing the FAA (among other agencies) to depend on
outmoded hardware and software caused the problem.

Btw, if they had not grounded that traffic and a plane had crashed,
this wouldn't be a matter of whiny Republicans trying to find fault
with what turned out to be a computer glitch, it would be a national
scandal and heads would be rolling.
