Just checked the page (which is a page with links) worked fine for me 
without javascript (YMMV). Since I prefer the python commandline version,
for me the relevant link extracted from the page would be:

https://github.com/ytdl-org/ytdl-nightly/releases/download/2025.09.29/youtube-dl-2025.09.29.tar.gz

Regarding the windows versions(I do not use).

It could be the case that for other github software, inserting "expanded_assets/"
after the "/releases/" part of the URL might be worth a try if wanting to
find direct links without JavaScript.
