Strange SIM card status message in KaiOS: "Locked SIM"?

Still using an old Nokia 2720 Fold phone, running KaiOS.
I read that KaiOS was based on Mozilla FireOS.
I noticed that one of the SIM card momentarily was
labelled "Locked SIM", before the label changed to
the name of the mobile network operator.
Could a cell phone know whether a SIM card was
locked? I supposed the operator would only
deny a suspicious SIM card of services.
The Nokia phone doesn't support e-SIM as far
as I know. It's a really out-dated cellphone.
Puzzling...
