 There are 4 optical fibers that arrive and go without passing (obviously)
 from the distributor for which they should 4 couples of incoming empty contacts
 and 4 empty outgoing couples.

 I see the 4th and 8 of the front row and the 1 and 3 of the second row;
 I suppose that they are the 4 incoming doppins that have been eliminated
 and replaced by the 4 optical fibers, while the relative outgoing couples
 They were connected because "you never know".

 According to my way of thinking the twisted pair that arrives in position
 1 comes out of position 6: it enters "above" and comes out "under".

 But maybe I'm wrong.

The bottom row of terminals (sufficient for five phones), is not in usage.

Any fiber optic connections, must enter an OE conversion box of some sort.
One fiber optic connection can carry an extreme number of phone services,
and there is likely more than phone being carried. It could be that the
fiber optic carries phone/data/television. But you will not know for sure,
until you find the conversion equipment cabinet. The conversion equipment
cabinet would normally be locked, because valuable parts are inside.
Telephone pedestals with brown+white wires, are worth nothing, which
is why the doors are left flapping in the breeze and the punch-down
blocks have to deal with bad weather all by themselves.
