<div>After the High Court deadline, Lyari Expressway completion date was finally announced. Speaking on the occasion, President Musharraf said mega Lyari Expressway was a gift for Karachiites and would bring in two important and pleasant changes in their lives.</div><div></div><div>"It will ease traffic congestion and provide non-stop travel facility from Karachi Port to Super Highway and it will provide decent and planned residential facilities to the dwellers of Lyari embankment, who were living there in a pathetic condition.</div><div></div><div>Recalling his student life in Karachi, the President said while going to St. Patrick's School from Nazimabad, he used to see people living in shanties on either sides of Lyari river. "They were living in pathetic conditions with their shanties erected along the sewerage water on either side of Lyari river and used to lose lives in floods.</div><div></div><div>"I am happy that these people have been shifted to a decent and clean residential areas in three planned townships where all the basic amenities, including schools, playgrounds, parks and other facilities are available", he said. Calling it a good achievement, President Musharraf said it was an important and unique project, which would also cut travel time to less than half-an-hour.</div><div></div><div>He congratulated former minister for Communications Shamim Siddiqui and the team of National Highway Authority (NHA) and Frontier Works Organisation (FWO) for completing Northern Bypass and Lyari Expressway projects.</div><div></div><div>He asked the NHA to expedite completion of north-bound carriageway of Lyari Expressway, and said the Sindh Governor had informed him that encroachments had been removed from two places while the third one would be removed soon.</div><div></div><div>President Musharraf said that NHA was constructing highways in Sindh and work was in progress on Sehwan-Ratodero highway, besides other roads in Sindh and 960-kilometre Gawadar-Ratodero (M9). He pointed out that Gawadar-Ratodero highway would serve as inter-provincial link, connecting Balochistan to Sindh, NWFP and Punjab via National Highway.</div><div></div><div>He also appreciated the performance of City Nazim Syed Mustafa Kamal for undertaking development work and completing signal-free corridors in the metropolis, which would reduce travel time to 20 minutes between Defence Housing Authority (DHA) to Nazimabad. President Musharraf said this project was absolutely in line with the strategy of the government for developing a link between education, especially engineering education and the industry, and would also help our strategy of poverty alleviation and job creation.</div><div></div><div>He said the government was opening nine new universities with the help of developed countries for producing world class engineers in the subjects that Pakistani industry needed. He said development of highly qualified engineers by these universities and technicians of world standards by their technology parks would build a pool of technical persons for the local industry.</div><div></div><div>President Musharraf underlined the need for establishing skill development centres in the country to teach minor skills to the people, offering short courses of four to six months. "I am encouraging Pakistan Army to open these centres to train plumbers, shutterers, scaffolding (pipe jointing) and other fields.</div><div></div><div>These skills would give them jobs not only in Pakistan, but also abroad, especially in the Middle East, he noted. "We must wake up and impart skills to our people. This is what we are trying to do so that less educated can go for the skills so that they can get job in Pakistan and abroad," he added.</div><div></div><div>He said the government was trying to develop high quality engineers and technicians. "This is the future of technical and industrial development of Pakistan and poverty alleviation," he noted.</div><div></div><div>President Musharraf said he felt special satisfaction on the completion of every important national project. "It is always a pleasure to initiate a project and then complete it. It's unlike the custom of the past where the governments would start a project for political leverage and then forget about it. "But I do not believe in that (practice). You should start a project and then complete it," the President said amid applause.</div><div></div><div>President Musharraf said Pakistan was a passion for him like it was for every one and it was his pride to contribute to its name, honour and dignity. "It is an honour if I am able to do anything for this great country," he concluded in a thunder of applause.</div><div></div><div>Earlier, NHA Chairman Major General Imtiaz Ahmed, in his speech, said that special care was taken to cause minimum possible effect to the residential areas in the way of Lyari Expressway project. He said 24,000 families were re-settled at three different locations, having all the required facilities like schools, parks, playground, etc.</div><div></div><div>He said the actual cost of the project was Rs 8.22 billion, while rupees five billion were spent on resettlement of the affected localities of the Expressway. KTDMC Chairman Munir K.
