Yes, it does and did. I’ve been on Usenet (off and on) since about the early-to-mid 1990s, and “Usenet topic drift” was a running joke even back then. The moderated ones could be kept on-topic simply by the moderators’ ability to reject irrelevant postings. But even that could be subverted without great difficulty.
