I think it goes back to Windows 3, I remember reading technical 
documents about it. I also think that the source application can put the 
metadata on the clipboard, but delays putting the actual data till the 
client actually requests it. Imagine pasting a picture in several large 
formats, it is expensive to store all format choices there.
