Given Winston kindly checked this with Microsoft engineers, I think they
don't have the experience that is needed to debug this situation (IMHO).

I say that with humility.

What we need those MS engineers to do is try to run on a limited box. 
For example, with only 3GB free on a 1TB highly fragmented mechanical disk.

I'd bet my mortgage (if I still had it) that they'd learn a shit ton.
The problem is they're driving Ferraris and not driving a Ford Pinto.

You learn a lot driving a Ford Pinto that you don't learn with Ferraris.

My guess about those Microsoft engineers is... 
 a. They've probably never used a puny 1TB drive in decades.
 b. They've probably never had only 3GB free space on it.
 c. They've probably not used a mechanical disc drive in years. 

I once tried to use an Android phone with only 4GB by adding a 4GB sd card
and trying to use that as extended memory. Then I got a 32GB Samsung SIII.

I learned a ton about Android file management from that 4GB phone
that you will NEVER learn from a 32GB phone.

It's like learning how a bad mattress from the Goodwill is completely
different from a good mattress from Mattress City (or whatever). 

That's the difference here, I suspect. 
 a. Microsoft engineers have zero real experience with a limited machine.
 b. All their (exemplary) experience is on Huge Monster Machines.

They have no idea what they don't know anything about. 
Neither do I... but I'm learning it... by the school of hard knocks.
