I've figured out the problem but only because Windows is so brittle that
when it's in survival mode for disk space, it breaks "something" every day.

You can have 3GB of free space one second, and then, bam. Literally zero.
Happens every day almost. If not more than a few times a day.

Each time I debug, it turns out to be 'something else' that broke.
It's mainly because Windows is extremely fragile when disk space is low.

Basically, using Windows with a 1TB C: drive with only 3GB free space
is like driving a car held together with nothing more than spider webs.

Shadow Storage broke.
Hibernation broke
Brave ran away
MS Edge ran away
Windows defender  ran away
etc.

All with the same symptoms. 
 a. Start with 3GB out of 1TB of free space.
 b. Suddenly, you have 0 free space
 c. Journal is thrashing

Yet a different culprit is implicated each time. 
It's basically random.

Actually, it's certain.
But what breaks is random.

Obviously the solution is simple but it has been very interesting TESTING
Windows in ways that I doubt most Microsoft engineers have ever tested it.
