I don't know if you found answer already, but if you Rloew patchmem, you can
finish first phase of 98 setup and before booting into Windows, boot to
MS-DOS and run Patchmem from there. I used that to run 98 on Pentium 4 with
4gb ram without needing remove sticks during setup.
