I ran W98SE under an Athlon 2000 until I switched to GNU/Linux, but w98se
ran perfectly well (for its day).
Altough I'd set all the w98 updates from https://legacyupdate.net
and after it finishes *all* the updates (lots of reboots)
I'd put Kernel Ex on top with software like Retrozilla and 7Zip 
to decompress the hosts file from the last URL:

Open the last URL under Retrozilla as it's an HTTPS link.
