Neither.  Its an envronment variables name.  As mentioned, using the 
command-prompt you can read its contents (the current path for that drive), 
but not set it.

Google refuses work with browsers that do not have Javascript.  The same 
search using DDG gave me zero results.  Thats why I posted the question 
here.
