The Jesse M. Bell Graduate Loan is a short-term loan available to current UO graduate students. Loan applications are jointly reviewed by the Division of Graduate Studies and the Business Affairs Office.


This loan is available to graduate employees (GEs) who anticipate that their paycheck will not be processed by the last day of that month. Upon receipt of the application, the Division of Graduate Studies will verify with the Payroll Office that the paycheck is expected to be late.

This loan is available to graduate employees (GEs) who anticipate that their Paid Leave Oregon disbursement will not be delivered by the last day of that month or will otherwise result in a disruption of their normal pay schedule.


In order to be eligible for this loan, you must have submitted a claim with The Standard and anticipate a delay with your first payment. For more information, see Paid Family and Medical Leave.


The Jesse M. Bell Memorial Graduate Student Loan Program, created by the estate of Jesse Bell, provides loans for meritorious graduate students. These non-need-based loans are available on a one-time basis to domestic and international enrolled graduate students to assist with educational expenses associated with their advanced degree.


Loans up to $5,000 are anticipated and will be dependent upon the merits of the case, the loan demand, and the current balance available in the loan fund. Requests exceeding $5,000 will be considered on an exception basis only. The terms and conditions for the loan are as follows:


*Subject to credit approval. APR = Annual Percentage Rate. 12-month term. Qualifications: must have 6 months of direct deposit, auto loan payment on automatic debit/transfer,

and Gold Insurance protection. Promotion ends December 31, 2023.

Under the emergency loan program, students may borrow a maximum of $300 for up to 90 days interest-free with a service charge of $8 per loan. One Emergency Student Loan may be borrowed per term/semester.


Locally issued microloans to individuals with limited or adverse credit history. Individuals can apply for funding to help with rental deposits, car payments, miscellaneous personal expenses, or to build credit.


BELL loans are for business owners in Maryland who have applied for business loans or credit lines but been turned down by banks and financial institutions. Our business loans are targeted to small, minority, rural and woman-owned businesses. But all are welcome to apply. Please note our loans are for business owners to be used for business purposes only. These are NOT personal loans. Once you have repaid BELL, we will positively report your payment history to our lending partners and refer you to them for larger loans and lines of credit. You will need to meet their criteria in order to receive financing.


Our interest rates are slightly higher than what you will receive at a traditional bank due to the risk factors of lending to small business owners who do not meet conventional lending qualifications. This higher rate also covers costs that come with educating, servicing and coaching our loan applicants. Every approved borrower must complete our online entrepreneurship training program. Our goal is to educate and service as many Maryland business owners as we can.


Our BELL Loan Fund was grown from membership dues, donations, sponsorships and ticket sales from our events. We work hard to keep the fund growing, so we are very careful with whom we lend money. Our Loan Committe is a comprised of BELL Members who review the information you submit. They make a determination on the loan size and repayment term or if no loan can be offered at this time. BELL Members made the investment, so they determine who receives a loan.

You may borrow up to eighty percent of the available equity on your primary residence. A Home Equity LOC grants the borrower a specific loan amount that may be drawn upon when a borrowing need arises using a line of credit. Unlike fixed rate and term loans, the line of credit has a variable rate, tied to the Wall Street Journal Prime Rate and payments are calculated each month based on the principal balance and the accrued interest. This type of loan is best used for emergency cash needs, taxes, insurance premiums, medical payments, and other short term financial situations. Subject to limitations, the interest on loans secured by real estate may be tax deductible. Check with your tax advisor for qualifications.
