The reported problem is that some users can not add a new category and make it a sub-category of an existing category.

When they initiate the New Category process, key in the new category name, click on "Subcategory of:", then try to scroll down to the appropriate "parent" category; Quicken prevents scrolling as far as the user needs to scroll. [This may be caused by some existing Category being corrupted.]

I have not seen the problem in any release of Quicken I've used.

I have a possible workaround, but since I do not experience the problem, I can not test to see whether my alternative works.

Alternate approach:
Instead of starting the process by clicking New Category (in the Category List); try right-clicking the intended Parent category and selecting "New subcategory". 

That approach will normally open the New Category dialog with the Parent category-to-be already selected (no scrolling to locate it is necessary).

At that point, all the user needs to do is key in the new "Category name:" and click Save.
