What, exactly, happens?  
Do you get any error messages?
Have you taken a look at the Quicken "Connection Log" (Help > Contact Support > Log files > Connection log)?
The log records are in date/time sequence, with the most current log records at the end of the file.  
CONNLOG is not always easy to decipher and it's value often limited; 
but sometimes you can get some sort of general indication of an error there, 
typically a  non-Zero "netstatus" value.

[One Step Update detail log records will be bracketed by a 
"==== OSU Start (20230419/09:27:08) ====" record and a 
 "==== OSU End (20230419/09:29:56) ====" record.
Update Transactions (or Update Now) detail log records probably will not be there at all, except for their 
"==== Mini-OSU Start (20230419/12:36:34) ====" and 
 "==== Mini-OSU End (20230419/12:36:49) ===="
brackets.]

[At one time, the OFX Log would often have had very useful, fairly easy to read, information; but Quicken 
has not seen fit to add Express Web Connect + (EWC+) log records to the OFX Log (Schwab uses EWC+).
 EWC+ log records are in the Quicken Cloud Log, which is the most difficult log file to decipher.]

What type of Schwab accounts are involved?
Brokerage?
Banking (Checking, Savings)?
What Quicken financial institution name is being used for each of your Schwab accounts.

Do you have any old Schwab accounts (accounts closed at Schwab) in your Quicken file?
If so, make sure none of them are still activated for downloading.

I think I would try this:
- Backup
- Deactivate ALL Schwab accounts for downloading
- Initiate the Add Account process for Schwab
[You should get asked to reauthorize your Schwab accounts; 
presumably you've done that before.]
- Link the accounts that Quicken then displays, to the correct existing Quicken account.
[Note: Quicken will try to "link" accounts for you, but Quicken has been known to 
choose not only the wrong account, but the wrong account type and even the wrong
financial institution. Make sure every "Link" is correct before you continue to the
next step to complete the re-activation.]

I update Schwab almost every day (brokerage and checking/savings) - 
all using "Charles Schwab & Co., Inc" for the financial institution name.
I'm seeing no problems using One Step Update or Update Transactions.

The account Market Value is the sum of:  
the number of shares of a security times the number of shares owned, for all held securities
+ the account "Cash balance".  
You should verify that you have the correct number of shares and current prices for each of you securities, 
and that your account "Cash balance" is correct. Whenever you successfully download from Schwab, 
you should get current prices for all your securities held there. 
And if your securities are publicly traded (not often true for securities held in retirement accounts), 
Quicken should get current quotes with every Update, and whenever  
you initiate a stand alone quote download (Investing > Download activity > Quotes, for example).
