I experienced this problem today in R47.11.

The possible workarounds I posted in this discussion 
do not work for this problem.

It turns out that the problem is caused by categories created by Quicken - 
possibly during a Validate, or when Quicken encounters one of those 
situations where it does not know where to put some downloaded data.

In those situations Quicken may create dummy accounts (or categories).
The names of those dummy Accounts and Categories 
typically take form:  ACCT_xxxx.

If you experience the problem of the linked Community Discussion, 
where you can not create a subcategory because the parent category 
you want is not in the parent category dropdown; the workaround is to 
locate the dummy category (or categories) in the Category List and 
delete it (or them).
