FWIW: I just found and installed an old Q2012 H&B. In Q2012, none of the individual tax schedules (A, B and D) can be exported to a tax file (a file with the .TXF extension): only the complete Quicken Tax Schedule and the Capital Gains reports can do that. So I it appears there has been no change in Quicken as far as exporting from tax reports to tax files is concerned.
