The Quicken reconcile feature initially presents all transactions in the
account that are eligible for reconciling. In your case - since you do
not download - that would be all unreconciled transactions in the 
account with a Transaction Date on, or before, the Reconcile "Ending 
statement date". Because Transactions can not occur AFTER they have 
cleared the bank
