Yes, I have the same issue on Windows 10 Pro with Release R63.19. The 
Memorized Payee List window now opens at the beginning of the list, not 
on the selected payee.

I just got the update about 5 minutes ago and that's when the program 
behavior changed. When I first saw your post yesterday, I tried it on 
the prior release and that same list opened with the focus on the 
selected payee.
