Indeed: the maintainer has confirmed it works as intended.

And it /is/ useful, being the only point at which the user can postpone
an article.  My complaint is that 9 of 10 times I skip this screen by
pressing `p' for Post, which makes a statistically inefficient
interface.  It is minor prolem, though.
