“We’ve known for a long time that they are essentially surveillance 
cameras on wheels,” said Chris Gilliard, a fellow at the Social 
Science Research Council. “We’re supposed to be able to go about our 
business in our day-to-day lives without being surveilled unless we 
are suspected of a crime, and each little bit of this technology 
strips away that ability.”
