WinDirStat is not a file manager, although it can be used as a file manager.

And for free and open source based Total Commander (TC) clone which has the
most mature support for various types of TC plugins, Double Commander would
be the best one. Other clones don't support all types of TC plugins yet.

That'll be Explorer++ which isn't mentioned, as already mentioned by
VanguardLH. New softwares don't always mean better. In fact, new ones tend
to not be polished and solid enough.

All web APIs are free. But not all web services are free. And if you meant
Amazon Cloud Storage, its service is not free. If you want free cloud
storage, use Google Drive, OneDrive, etc. There's even shell extensions for
some of them, so that they can be directly accessed from Explorer or any
shell based file managers.
