So then why couldn’t US tell Greenland “Spend xxx on defense and we’ll
contribute some troops and bases, OR else we will overtake you”. 
Why START the conversation right away by just announcing “we’re overtaking
you”.

 Besides which, putting more US troops and bases there wouldn’t just be
defending “other nations” anyway. It would be defending USA.

the US to build bases and put troops there.

Do you STILL not understand that the US is NO LONGER willing to use its
limited resources to defend nations, which don't invest to defend
themselves?
