You cannot have a line break. This has to be 79 characters or less. Drop
all the trite words that aren't keywords.

No one expects Italian language newsgroups to be in alt. But there are a
few under alt.it.*

You should really propose it in it.*

An institutional newsgroup like this isn't really appropriate for
Usenet. Can you show that the institution itself, as a topic, is widely
discussed on Usenet? Is there a reason the institution's associates are
going to communicate by Usenet and not a mailing list or something else?

That's not justification.

In justification, you count the number of articles in which SEL is
discussed over a recent 90 day period. If there aren't a minimum of 10
articles a day, the group will end up a barely used spamtrap.

It's the job of you, the proponent, to promote the newsgroup to other
Usenet users discussing the topic. Performing the justification informs
you where and who these users are. Your job isn't finished till
discussion in the newsgroup is at sustainable levels, a minimum of 10
articles a day of discussion, not just announcements and press releases.
Crossposts don't count either.

I can't believe all these topics would be discussed in one newsgroup
versus newsgroups that already exist to discuss specific science and
engineering topics.
