The description should be a phrase made up of key words that don't
repeat words from the group name, ending in a period. You have no useful
key words; "place" and "discuss" should never appear in a description.

That's not justification. Justification is you, the proponent, looking
on Usenet for topical discussion taking place and figuring out if the
proposed group would have an audience. If there aren't 10 articles a day
already that are part of on-topic discussion and not just someone
reposting articles from the Web, the group is unlikely to find an
audience.

Please note that no one in alt.config approves newsgroup proposals. You
are free to send the newgroup as you wish, or to keep looking for an
audience. I would strongly urge you to find such discussion already
taking place on Usenet so you know who might subscribe to the group.

Also: Users have to request creation of the proposed group from their
News administrator, and then subscribe to it in their newsreader.

I realize alt.magick.* is an existing second level hierarchy, so hooray!
for that. Nevertheless, there are lots of astrology newsgroups. Is
magick ever discussed in them?

I doubt the moderated groups are active but you should check.
