The newgroup control messages were sent by the proponent, which is what is
intended to be done in alt.

Control messages do not create newsgroups. Generally, News
administrators do not allow receipt of a control message to
automatically create a newsgroup in alt or free.

It is correct to assume that the News administrator won't create the
group locally absent a user request.
